In keeping with international standards and in order to foster exchange, the National Human Rights Commission (NHRC) has invited domestic and international human rights experts to attend a professional forum where they can share their international human rights experience in their various fields of expertise. The forum will feature seminars with members of the NHRC and the Control Yuan, human rights consultants, scholars and experts, civic organizations, and government agencies. With the participation of stakeholders from all walks of life and through professional discussion in a variety of fields, the forum will serve as a reference for the NHRC in planning and implementing its tasks and responsibilities in the future.

Peter Boshier is Chief Ombudsman for New Zealand. He was appointed in December 2015, following a distinguished career as a Judge, and in May 2020 was reappointed for a second five-year term.
In 2004 he was appointed as the Principal Family Court Judge of New Zealand and held that position until December 2012 when he was appointed a Law Commissioner, a position he held until his appointment as Chief Ombudsman.
He has served on the government's Family Violence Taskforce. He is patron of the White Ribbon Trust and patron of the Dwell Community Housing Trust in Wellington.
In 2009 he was made a distinguished alumnus of the Victoria University of Wellington for his contribution to the law.
Peter has a long association with the Pacific and was seconded to undertake judicial training there, based in Suva in 2002 and 2003. He has travelled regularly to Pacific Island countries to undertake workshops on family violence and youth justice. He holds the Samoan Matai title of Misa which was bestowed in 2000.
In July 2015, he became the President of the Association of Family and Conciliation Courts based in the United States. He is the first New Zealander to hold this position and did so until July 2016.
As Chief Ombudsman, Peter's focus has been on a faster and more effective resolution of Official Information Act and other complaints, working with government agencies to improve their practices and strengthening his team's investigation and monitoring of prisons and public mental health facilities.

I'm Peter Boshier, the chief ombudsman for New Zealand and the President of the Australasian-Pacific Ombudsman region. Some of you may already know me from my first visit to Taipei in 2018 or when your office hosted the annual APOR conference in 2019. And so, I greet you all again virtually.
I must congratulate you on the recent establishment of your National Human Rights Commission, and the upcoming launch of the NPM are immense milestones. Thank you to the Control Yuan for reaching out and inviting me to be part of this forum. I value the relationship between us, and I see today's initiative as a real illustration of that.

講題:執行NPM 機制的關鍵因素
Key Factors for the Implementation of National Preventive Mechanisms (NPMs)
NPM 機制完善與否關係國家能否確實履行《禁止酷刑公約》以及《公約議定書》所載之國家義務。此次與談將就以下問題表示意見。
1、 NPM主事者除須具備專業能力,尤需具備獨立、廉潔、堅持人道、富有同理同情心、敢於發奸摘伏的品格。如何選任恰當人選是關鍵。
2、 除了主事者的企圖心以及素質,人民對NPM的認同與支持才會使NPM足可對民選政府構成壓力,如何在憲政體制中確保NPM善盡職責,非僅僅流於形式,是我國面臨的一大挑戰。
3、 NPM也必然衝擊警政與矯正機關中的組織文化,如何令NPM與現有執法機關產生良性互動,將反酷刑公約的精神貫注入於官僚體制與大眾社會,進而改變台灣法政文化中崇尚威權與重典的心態?將是與談人最關切的事。
The integrity of NPMs determines whether a country can fully implement the national obligations specified in the "United Nations Convention against Torture (UNCAT)" and the "Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT)". The panelist will express opinions on the following issues.
1、The leaders responsible for the NPMs must have professional skills and must be independent, ethical, supportive of human rights, compassionate, and courageous in uncovering criminal activities. The selection of suitable candidates is key.
2、In addition to the motivation and quality of the leaders, the people's recognition of the importance of NPMs and their support are also required to ensure the NPMs create pressure on the democratically elected government. Taiwan's challenge is how to ensure the fulfillment of NPMs in a constitutional system instead of merely adopting them as a formality.
3、NPMS will invariably affect the organizational culture of the police system and correctional institutions. How do we create positive interactions between NPMs and existing law enforcement authorities, incorporate the spirit of the UNCAT into the bureaucratic system and the general public, and correct the reverence for authoritarianism and heavy penalties in Taiwan's legal and political culture? This will be the issue of concern to the panelist.

講題:國家酷刑防制機制的組織設計
Organizational Design of National Preventive Mechanisms
無論國家酷刑防制機制(NPM)設置於監察院或國家人權委員會,委員們都擁有監察權,然而不同於「調查、糾正、彈劾」之監察功能,NPM著重「發掘問題、引導建設性對話、協助解決問題」的預防功能。為了使NPM符合OPCAT和相關要求,在組織設計上需要處理幾項問題,包括:一、選擇一個或多個機構之模式?二、如何建立NPM之獨立性?三、如何運用外部專家?四、如何運作多機關模式?國家人權委員會和監察院宜及早啟動規劃工程。
Regardless of whether the National Preventive Mechanisms (NPMs) are established under the Control Yuan or the National Human Rights Commission, the members are entitled to exercise their powers of control. However, unlike the usual control powers of "investigation, corrective measures, and impeachment", the NPMs place a greater emphasis on the preventive measures of "discovering problems, guiding constructive dialogue, and finding solutions". Several questions must be asked of the organizational design of the NPMs to ensure that they fulfill the OPCAT and other related requirements, such as: 1. Does the operational model involve one institution, or multiple? 2. How can the independence of the NPMs be established? 3. How would external experts be used? 4. How would an operational model involving multiple institutions work? The National Human Rights Commission and the Control Yuan should initiate the relevant planning as soon as possible.

內政部(警政署刑事警察局)為推動禁止酷刑公約之主責機關,業制定施行法草案送交立法院審議。草案中明定由監察院國家人權委員會建立專責之酷刑防制機制;復依該委員會組織法第2條,該委員會亦有調查涉及酷刑事件之權責。
因此,監察院國家人權委員會將在我國推動禁止酷刑之工作上,承擔十分重要的角色,紐西蘭的經驗亦可作為我國推動各項工作之參考。期待未來監察院國家人權委員會能與內政部密切攜手合作,為保障人權共同努力。
Ministry of the Interior (Criminal Investigation Bureau, National Police Agency) is the authority responsible for the implementation of the United Nations Convention against Torture. It has enacted a draft of the Enforcement Act and submitted it to the Legislative Yuan for examination. The draft specifies that the Control Yuan National Human Rights Commission shall establish dedicated prevention mechanisms for preventing torture. According to Article 2 of the Organic Act of the Control Yuan National Human Rights Commission, the Commission is also responsible for investigating incidents involving torture.
Therefore, the Control Yuan National Human Rights Commission plays a very important role in preventing torture in Taiwan. The experience of the implementation in New Zealand can also be used as reference for implementing related tasks in Taiwan. We hope that the Control Yuan National Human Rights Commission can work closely with the Ministry of the Interior to jointly protect human rights.

講題:杜絕海上奴工–打擊人口販運
Putting an End to Forced Labor at Sea - Combating Human Trafficking
少數國人在其他國家註冊投資經營的非本國籍漁船(Flag of Convenience,簡稱FOC,俗稱權宜船),以降低經營成本,但權宜船上外籍漁工的勞動人權迭受批評。
2019年12月綠色和平基金會發布的報告中指出,台灣人投資經營的萬納杜籍「大旺號」與「金春12號」兩艘漁船,疑似對外籍漁工有暴力行為、超時工作及剋扣薪資等強迫勞動情事。其次,美國每年提出的「人口販運問題報告」一再指出我國權宜船對外籍漁工勞力剝削問題層出不窮,監察院呼籲政府應全面檢討船東及仲介機構的監督管理機制,保護權宜船上漁工的勞動人權。
台灣政府對於權宜船及外國籍漁船並無管轄權,惟台灣仲介機構為這些漁船仲介的境外漁工遭強迫勞動與剝削,仍嚴重影響政府形象。
2015年台灣高雄籍「福賜群」號漁船發生涉有虐待印尼籍漁工SUPRIYANTO致死事件,遭到國際輿論的關注與批評。農委會當時不知道漁工有兩份勞動契約,一份是「申請核准」使用,一份是「實際執行」版本不同,實際執行的契約內容被批評是宛如「賣身契」的不合理勞動契約,甚至有外籍漁工每月支領薪資只有美金50元,外籍漁工基本勞動權益遭到嚴重剝削,違反經濟社會文化權利國際公約之規定。
農委會是境外漁工許可聘僱的主管機關,針對國際間關注的外籍漁工的勞動權益保障,從2017年起施行「遠洋漁業三法」,並訂定「境外僱用非我國籍船員許可及管理辦法」,具體規範保障境外漁工的基本勞動條件。
2019年3月20日再增訂漁工、經營者及仲介機構三方簽約全程錄音錄影保存、實施仲介管理與評鑑機制、執行國內外港口檢查與境外漁工訪查,以回應各界要求改革的聲音及監察院的糾正,但外籍漁工遭到勞動剝削仍然時有所聞,政府相關部門仍待努力落實執行。
另外由勞動部主管的境內漁工許可聘僱,除應提升境內漁工參加勞保的比率外,更應杜絕外籍漁工被仲介非法轉入「黑市勞動市場」涉嫌人口販運,才能遏阻外籍漁工被剝削以及強迫勞動的事件。
Some domestic ship owners register and invest their ships in other countries (Flag of Convenience, FOC) to reduce operating costs; however, the labor rights of migrant fishers on these FOC ships have been a highly controversial issue.
A report issued by the GREENPEACE Foundation, in December 2019, indicated that two fishing vessels "Da Wang" and "Chin Chun No.12" invested and operated by Taiwanese nationals but registered in the Republic of Vanuatu were suspected of forced labor concerns such as violent acts on foreign fishermen, overtime work, and questionable wage deductions. Secondly, the Trafficking in Persons Report (TIP Report) released by the United States has repeatedly mentioned our country's FOC ships for labor exploitation issues related to migrant fishers on the ships. The Control Yuan urges the government to comprehensively review the supervision and regulation mechanisms of ship owners and the intermediary agencies to protect the labor rights of the fishermen on the FOC ships.
In reality, the Taiwanese government has no jurisdiction rights over FOC ships and foreign fishing ships; the government's image is seriously tarnished by these forced labor and exploitation issues of overseas fishermen who are brokered by Taiwan's intermediary agencies.
In 2015, the incident Indonesian fisherman, where he, SUPRIYANTO, was abused to death on the fishing boat "Fu Tsz Chiun" from Kaohsiung attracted widespread negative attention as well as criticism from international bodies. The Council of Agriculture was not aware that fishermen were given two different versions of labor contracts to sign: one for "application" purposes and the other is for the "actual implementation." The actual contract was criticized as a "soul-selling contract" with unreasonable contract terms. According to the contract, some migrant fishers' wages amounted to a meager US$50 per month. The basic labor rights of migrant fishers have been severely exploited and it violates the provisions of the International Covenant on Economic, Social, and Cultural Rights (ICESCR).
The competent authority for the employment permits of overseas fishermen is the Council of Agriculture. To protect the labor rights of migrant fishers, the Council of Agriculture implemented three relevant laws; the "Act for Distant Water Fisheries" starting in 2017 and formulated the "Regulations on the Authorization and Management of Overseas Employment of Foreign Crew Members" to specifically regulate and protect the basic labor rights of overseas fishermen.
On March 20, 2019, additional clauses were formulated, including a video recording of the contract signing process for all three signing parties (fishermen, business operator, and intermediary agency), implementation of intermediary agency management and assessment mechanism, inspections of domestic and overseas ports as well as conducting visits to overseas fishermen, and to respond to reform requests and rectifications from the Control Yuan. However, the issue of migrant fishers'exploitation still exists, hence relevant government departments need to put in more effort.
In addition, the employment permits of domestic fishermen are regulated by the Ministry of Labor and shall not only facilitate the increase of the labor insurance ratio of domestic fishermen but also prevent migrant fishers from being illegally brokered on the "laborer's black market" becoming human trafficking and stop the exploitation of migrant fishers and prevent forced labor.

1. 「權宜船」(Flag of Convenience)的黑幕知多少?行政院、農委會、交通部、外交部、勞動部、法務部、內政部都有話說,也都有責任,卻都很無奈。應如何處置權宜船的管轄權和防範可能的人口販運、強迫勞動和漁工人權問題?看來,這不是我國單方面可處理解決,而需國際協力合作才行。
2. 「漁工仲介制度」的黑心有多黑?境內和境外漁工被剝削的狀況有別嗎?對仲介制度的稽查、監督管理是否也有不同?
3. 「權宜船」上的漁工人權恐怕更黑,更不為人知,其仲介黑幕如何揭開? 「金春12號」和「大旺號」兩個個案所暴露的真相應做為重大教訓,並以此做為政府更積極地去要求和處置台灣船主的法律責任。
1. What do we really know about the use of "Flag of Convenience (FOC) ships "? The Executive Yuan, Council of Agriculture, Ministry of Transportation and Communications, Ministry of Foreign Affairs, Ministry of Labor, Ministry of Justice, and Ministry of the Interior all have something to say. They are all responsible but also helpless. How do we resolve the issues of jurisdiction over FOC ships and prevent possible human trafficking, forced labor, and human rights issues involving migrant fishers? These issues cannot be unilaterally resolved by Taiwan and we must work with the international community.
2. How bad is the "migrant fishers brokerage system"? Are there differences in the exploitation of migrant fishers in Taiwan and offshore? Are there different audit and supervisory management for the brokerage system?
3. The human rights issues of migrant fishers on "Flag of Convenience" may be even more severe and less known. How do we unveil the secret practices of the agency arrangements? The truth unveiled in the "Chin Chun No.12" and "Da Wang" cases should serve as lessons for the government to actively impose regulations and process the legal liabilities of Taiwanese shipowners.

綠色和平至今共出版五份外籍漁工人權相關調查報告,發現遊走於法律灰色地帶的權宜船,難以規範其非法漁業與強迫勞動問題。以設籍在萬那杜,台灣人經營的「大旺」船為例,在2019年與今年最新的綠色和平調查報告中,兩度被漁工投訴強迫勞動,一名印尼漁工疑似被台籍幹部肢體暴力致死,另一名漁工則於2020年被鑑定為人口販運被害人,究竟是船籍國責任,或是台籍幹部與船東的責任?權宜船又該如何規範?
As of now, Greenpeace has published five investigative reports on the human rights of migrant fishers and we have come to realize the difficulties with regards to regulating illegal fishing and forced labor issues on Flag of Convenience (FOC) ships as they fall under the grey areas of law. Take the fishing vessel "Da Wang," operated by Taiwanese nationals and registered in the Republic of Vanuatu, as an example; the fishermen of the vessel filed complaints about forced labor twice and this information is included in the latest Greenpeace investigative report this year as well as in the investigative report published in 2019. An Indonesian fisherman's death was suspected to be a result of physically abused by a Taiwanese cadre, and another fisherman was identified as a victim of human trafficking in 2020. This raises the questions of whether the country of registration should be responsible for regulating such incidents and how the Taiwanese cadre and the ship owner should be held accountable for these incidents. The most important question is how FOC ships can be stringently regulated.

講題:臺灣遠洋漁船外籍船員權益保障精進政策——以仲介與權宜船為例
Improvement Policy for Rights Protection of Foreign Crew Members on Taiwanese Distant Water Fishing Vessels —Actions Taken on Flag of Convenience Vessels and Employment Agents
我國於106年新訂外籍船員相關管理辦法,對仲介採許可、保證金制度輔以相應罰則,並藉由評鑑機制、申訴處置、船員訪查等措施加強監督管理,未來將研議不透過國外仲介給付船員薪資、提高檢查量能、與來源國合作、明確外籍船員出國時負擔費用等政策,再提升外籍船員人權。
我國已修改法規,對涉及強迫勞動或人口販運等犯罪之國人或外籍船,不許可投資經營外國籍漁船,以及不得進入使用我國港口,未來將研議建立對外籍漁船進港聯合檢查機制,並在尊重國際法原則及不影響船籍國管轄權之前提下,精進管理。
Taiwan promulgated new management regulations for foreign crew members in 2017 and adopted the permit and guarantee deposit system for employment agents as well as imposing corresponding penalties. It also instituted the employment agents review mechanism, grievance response system, and crew member surveys to enhance supervision and management. Taiwanese authorities will further deliberate on advanced policy, including paying salary to crew members not through foreign agents, increasing inspection capacity, working with home countries of foreign crew members, and clarifying specific expenses items borne by foreign crew members when they exit their country, so as to improve the protection on their human rights.
Taiwan has amended regulations, not granting nationals violating regulations regarding forced labor or human trafficking to invest in or operate foreign fishing vessels, nor foreign fishing vessels involved in these crimes to enter into and use ports of Taiwan. Taiwan will work on establishing joint port entry inspection mechanisms for foreign fishing vessels and improve management on the premise of respecting the principles of international law and the jurisdiction of flag states.

講題:終止海上奴役:監察院促請機關正視漁工基本人權保障
Stop Forced Labor at Sea: The Control Yuan Urges Competent Agencies to Passionately Campaign for the Protection of Basic Human Rights of the Fishermen
我國西元(下同)2015年10月1日遭歐盟祭出黃牌警告,指認我國為打擊「非法、未報告及不受規範(Illegal, unreported and unregulated, IUU)」漁業不合作之黃牌國家。為此,立法院於2015年7月制定遠洋三法,再加上監察院歷年來立案調查多起涉及外籍漁工人權案件,促使農委會研訂外籍漁工管理辦法,保障漁工基本工時、薪資及人身保險、重罰違法船東及仲介、於2019年3月20日增訂漁工、經營者及仲介三方簽約需全程錄音錄影保存等改善作為,至2019年6月27日解除歐盟對我國之黃牌警告。
惟美國勞工部美東時間2020年9月30日公布第9版「童工或強迫勞動生產貨品清單」,將我國遠洋漁船漁獲列於其中,並有四艘我國籍漁船或權宜船因此遭到美國發出扣押令。我國近6成遠洋漁業業者會在境外直接銷售漁獲,美國此舉對我國漁業經濟及聲譽影響甚鉅,實為警訊。
我國遠洋漁船作業海域遍佈世界三大洋,為遠洋漁業大國,近年來臺灣政府積極努力提升外籍漁工的勞動條件、健康醫療及社會保障,監察院將持續監督政府機關,落實契約執行、確保船員薪資入袋、嚴辦黑心仲介及船東、推動企業社會責任、加強人權教育及監控漁船等,並希冀行政院設置專責管理單位,積極打擊人口販運、促請司法機關落實對人口販運的追訴及處罰,以及加強國際合作,落實對外籍漁工的保障及提升我國國際形象。
The EU Commission issued a yellow card warning to Taiwan on October 1, 2015, labeling the nation uncooperative in fighting against !'Illegal, Unreported, and Unregulated (IUU)!( fishing. In view of this, not only the Legislative Yuan formulated three laws under the Act for Distant Water Fisheries in July 2015, but also the Control Yuan conducted many investigations on migrant fishers human rights cases over the years, which facilitated the Council of Agriculture to stipulate management regulations that safeguard proper working hours, wage, and personal insurance for the migrant fishers, and to impose heavy fines on illegal ship owners and intermediary agencies. On March 20, 2019, additional clauses were formulated, including a whole-session video recording of the contract signing process for all three contracting parties (fishermen, business operators, and intermediary agencies). On June 27, 2019, the EU Commission rescinded the yellow card warning to Taiwan.
However, the U.S. Department of Labor (DOL) has included Taiwan-caught fish in its ninth edition !'List of Goods Produced by Child Labor or Forced!( which released on September 30, 2020, Eastern Time, and four of Taiwan!&s fishing ships or FOC ships were seized by the United States. Considering the fact that nearly 60% of Taiwan's distant water fisheries operators sell their catches abroad directly, the act of being listed by the United States is a warning that have a huge impact both on our economy and reputation.
Taiwan's offshore fishing ships operate in three major oceans across the world, and we are deemed as one of the largest distant water fisheries country. In recent years, the Taiwanese government has been actively working to improve the working conditions, health care, and social security of migrant fishers. The Control Yuan will continue to supervise relevant governmental agencies, and to reinforce contract implementation, to ensure crews!& fair wages, to severely punish illegal intermediary agencies and ship owners, to promote corporate social responsibility, to strengthen human rights education, and to monitor and regulate fishing ships, etc. We also expect the Executive Yuan to establish a dedicated regulation unit to actively combat human trafficking, urging the judicial authorities to implement prosecution and punishment of human trafficking, strengthen international cooperation, ensure the protection on migrant fishers, and to enhance Taiwan!&s international reputation.

Confusion in Migrant Fishers Policy and Negligence in Human Rights Protection Created the Current Exploitation on Migrant Fishers in Taiwan
美國勞動部在2020年所公佈之「童工及強迫勞動製品清單」,首次將台灣漁獲納入清單,且已有4艘台籍漁船或權宜船遭到美國海關與邊境保護局(CBP) 發出扣押令。但台灣的勞動部持續在外籍漁工的勞動事務失守,宣告境內聘僱漁工納入《勞基法》84-1的勞動彈性化工作者,並將境外聘僱漁工的勞動保障事務,推給沒有專業的漁業署。至於台灣投資經營的權宜船上血汗漁工,更是勞動部管不到也不想管的範疇。
理應適用於外籍漁工的兩公約施行法,即使法理上應該作為外籍漁工勞動人權保障的依據,但實務上仍如海上浪花般虛幻。就算行政院已經責成勞動部研擬國際勞工公約C188之國內法化,但至今仍無定論,外籍漁工在台灣的完整人權保障,仍只是修飾用的形容詞。
民間倡議外籍漁工的團體,持續主張台灣應廢除境外聘僱制度、所有外籍漁工應一體適用勞基法,並要求台灣政府應比照聯合國人權公約國內法化的方式,儘速讓C188公約國內法化。
The "List of Goods Produced by Child Labor or Forced Labor" published by the United States Department of Labor in 2020 included Taiwanese fishery products for the first time. In addition, the United States Customs and Border Protection (CBP) has issued seizure orders for four Taiwanese fishing vessels or Flag of Convenience (FOC) vessels. However, the Ministry of Labor has continued to lose ground in labor affairs for migrant fishers and announced the inclusion of migrant fishers into the scope of workers with flexible work hours in Article 84-1 of the Labor Standards Act, and transferred responsibilities for labor protection of fishermen hired offshore to the Fisheries Agency which lacks the professional capabilities. The exploitation of migrant fishers on FOC vessels that are invested and operated by Taiwanese owners has become something that the Ministry of Labor cannot and does not wish to handle.
The Act to Implement the ICCPR and ICESCR is supposedly applicable to migrant fishers. However, what was deemed as the legal basis for protecting the labor rights of migrant fishers has become as elusive as ocean waves in practice. Although the Executive Yuan has instructed the Ministry of Labor to prepare the domesticalization of Convention C188 - Work in Fishing Convention, no conclusions have been reached, and the comprehensive protection of the human rights of migrant fishers in Taiwan remains a tantalizing slogan.
Advocacy groups support for migrant fishers rights continue to advocate the abolishment of the overseas employment scheme for migrant fishers in Taiwan, and apply the Labor Standards Act to all migrant fishers. They also request the Taiwan government should follow the implementation of the United Nations human rights conventions and legalize the C188 convention as soon as possible.

我國漁船船主僱用外籍漁工從事海洋漁撈工作,依漁船作業之需求,其僱用型態區分為境內僱用及境外僱用兩種類型。境內僱用外籍漁工係依就業服務法引進、許可與管理,適用勞動基準法、職業安全衛生管理法及勞工勞工保險條例等國內勞動法令,由勞動部主管;境外僱用外籍漁工係依遠洋漁業條例許可與管理,由行政院農業委員會主管。現行兩部會係依職掌法規,分流管理並協調合作,共同維護外籍漁工權益。
The owners of Taiwanese fishing vessels hire migrant fishers for offshore fishing. The hiring practices can be divided into domestic hiring and offshore hiring based on the requirements for fishing vessel operations. The hiring, permissions, and management of migrant fishers in Taiwan are implemented in accordance with the Employment Service Act, governed by domestic labor regulations including the Labor Standards Act, Occupational Safety and Health Act, and Labor Insurance Act, which are all administered by the Ministry of Labor. The permissions and management for the offshore hiring of migrant fishers are regulated by the Act for Distant Water Fisheries which is under the administration of the Council of Agriculture of the Executive Yuan. The two government agencies currently implement separated management, coordination, and cooperation in accordance with the regulations on their duties to jointly protect the rights.

經歷:高涌誠委員對人權理論與國際人權法有長期的研究,也親身投入人權與民主的推廣工作。他曾擔任人權公約施行監督聯盟召集人、台灣民主基金會董事、國際特赦組織台灣分會監事、民間司法改革基金會執行長、廢除死刑推動聯盟執行委員。高委員也具備專業的法律實務經驗,曾擔任元貞聯合法律事務所合夥律師、中華民國律師公會全國聯合會副秘書長。
Mr. Kao is an expert in human rights theory and international human rights law. He has been tirelessly devoting himself to human rights and democracy advocacy: he served as Convener for the Covenants Watch, Member of the Board of Trustees for the Taiwan Foundation for Democracy, Supervisor for the Amnesty International Taiwan, Chief Executive Officer for the Judicial Reform Foundation, and Member of Executive Committee for the Taiwan Alliance to End the Death Penalty.
